Passport official Mamun owns 14 Dhaka flats, assets worth Tk 50 crore

Expelled Passport Department Director Md Abdullah Al Mamun and his wife, Shahan Ara, own assets worth around Tk 50 crore, including 14 flats in Dhaka alone.

Mamun also acquired substantial assets in his home district of Tangail and in his father-in-law’s area of Morelgonj in Bagerhat.

These findings emerged from a recent investigation by Asia Post.

The Home Ministry suspended Mamun from his job in 2025. The Anti-Corruption Commission (ACC) subsequently filed two cases against him—one for allegedly facilitating the illegal issuance of a passport to former Inspector General of Police Benazir Ahmed and another for allegedly acquiring assets beyond known sources of income.

Who is Abdullah Al Mamun?

Mamun joined the Passport Department in May 2004 as an assistant director. He initially worked in Cumilla and Noakhali.

He became an influential officer in 2014, after the Awami League returned to power for a second consecutive term.

Officials at the Passport Department said Mamun gained influence through then State Minister for Home Affairs Asaduzzaman Khan Kamal, who later became the home minister.

The influence allegedly made Mamun a powerful figure within the department, causing concern among other officials.

Mamun was promoted to director in 2019 and posted at the Agargaon passport office.

Several passport officials, speaking on condition of anonymity, said Mamun used to visit Kamal’s government residence in Dhanmondi at least twice a week in the evening.

After the fall of the Awami League government on August 5, Mamun was transferred to Sylhet. He was suspended on April 27, 2025, while serving as the divisional director of the Passport Department in Sylhet.

The ACC filed the two cases against him on the same day.

14 Flats in Dhaka

Mamun acquired properties in several prime locations in the capital.

He bought flats in affluent areas such as Dhanmondi and Bashundhara. He also owns at least 10 flats in Mohammadpur, Hazaribagh and Kafrul.

An examination of property documents found that the flats were registered through absolute sale deeds between 2005 and 2021 at different sub-registry offices in Dhaka.

The estimated current market value of the flats is around Tk 50 crore.

Tk 30 crore worth of flats in Dhanmondi and Elephant Road

Among the most expensive flats purchased by Mamun are those in Dhanmondi and adjoining areas.

He owns a 2,251-square-foot flat at Holding No. 77 on Dhanmondi 11/A Road under Deed No. 1281.

In the same area, on North Road at Holding No. 50, he owns another 980-square-foot flat under Deed No. 3112.

He also owns a 1,000-square-foot apartment at Holding No. 220 on New Elephant Road under Deed No. 11151.

According to current market prices, the three flats are worth at least Tk 11 crore.

Mamun also owns two 1,400-square-foot flats on jointly owned land on Road 7 of Chormohonpur Sikder Real Estate in Hazaribagh. The flats are registered under Deed Nos. 6283 and 7094 and are estimated to be worth around Tk 3 crore.

Flats in Mohammadpur and Katasur

Three more flats owned by Mamun were found in Mohammadpur and Katasur.

Two of them are on the fourth floor of Holding No. 40/3 at Holy Madina Bhaban in Katasur. He registered both flats in his own name.

Each flat measures 1,100 square feet and is registered under Deed Nos. 2202 and 8764.

Mamun also owns a 760-square-foot flat in Block B of Chand Housing in Mohammadpur under Deed No. 4008.

The three flats in Mohammadpur and Katasur have an estimated market value of around Tk 4 crore.

Flat in Bashundhara

Mamun also owns a flat at Holy Ornob Bhaban on Road 4 in Block F of Bashundhara Residential Area.

The flat is registered under Deed No. 4698 and has an estimated market value of around Tk 1 crore.

According to documents examined by Asia Post, Mamun owns a total of 10,791 square feet of flats covered by nine deeds.

Apart from these properties, Mamun jointly purchased a 20-katha plot in Ibrahimpur, Dhaka. Eighteen co-owners have constructed a multi-storey building on the land.

Assets in wife’s name

Mamun also acquired substantial assets in the name of his wife, Shahan Ara.

He purchased several flats in Dhanmondi, Mohammadpur and Joar Sahara in her name.

One of the flats, worth around Tk 5 crore, is located on Road 4 in Dhanmondi. He also purchased several flats in Katasur in his wife’s name.

Another flat, worth around Tk 2 crore, is located in Katasur on a jointly owned plot of land measuring 0.48 decimals, situated at Dag No. 12509, Mouza Katasur (No. 6), under the Dhanmondi Revenue Circle, Khatian No. 16849.

Shahan Ara also owns a flat in Mouza No. 3 in Mohammadpur. The property is situated at Dag No. 55 and Khatian No. 1080 and is worth around Tk 1.5 crore.

Another flat, worth around Tk 2 crore, is located under the Cantonment Revenue Circle at Dag No. 26009 and Khatian No. 54113.

An examination of the deeds and documents found that Mamun purchased flats in his wife’s name in areas where he also acquired properties in his own name.

Crores of taka in bank accounts

An investigation found details of five bank accounts belonging to Abdullah Al Mamun.

Asia Post obtained transaction statements for the accounts up to June this year.

An analysis of the statements showed that one of Mamun’s accounts at Islami Bank (A/C No. 22400057....) had a balance of Tk 16,17,88,434, while another account (A/C No. 1290253....) had Tk 1,48,61,086.

In addition, his Trust Bank account (A/C No. 03504) had Tk 20,70,303, his Sonali Bank account (A/C No. 44257411) had Tk 1,33,967, and his Janata Bank account (A/C No. 01*599) had Tk 2,663.

Mamun have a total of Tk 17,88,56,853 in the five accounts.

Several sources also claimed that Mamun has fixed deposits (FDRs) in the names of relatives at different banks. However, Asia Post could not independently verify these claims or obtain documentary evidence of them.

Passport Department declines comment

The volume of assets allegedly acquired by Abdullah Al Mamun appears disproportionate to his earnings from a government job, based on the documents examined by Asia Post.

The newspaper sought comments from the Passport Department regarding the allegations. However, officials declined to comment, saying Mamun is currently suspended from service.

Meanwhile, several department sources said Mamun has been lobbying strongly to have his suspension order cancelled and to return to his job.

Mamun declines to comment

Asia Post contacted Abdullah Al Mamun for his comments on the findings and asked how he could have accumulated such a large amount of wealth while working in government service for around two decades.

Mamun declined to comment.

However, he did not deny owning the assets mentioned in the report.
